Disconnect both the storage and collector sensor circuits at the controller.  Measure the resistance from each wire to ground.  A cold water pipe is a good ground for this purpose.  When making this measurement, make sure you do not touch both wires with your hands.  Is the resistance from any wire to ground less than 1,000,000 ohms?
